UNIVERSITY ESTATES COMMITTEES


University Estates has several committees that need active and willing volunteers. Below is a list of committees with a brief description of member responsibilities. If you feel you would like to serve on a committee, please send an email to This e-mail address is being protected from spambots. You need JavaScript enabled to view it . We believe there has been some hesitation in the past to serve on the committees because homeowners did not know what they were getting into so each member positions now has a brief "job descriptions" and anticipated commitments so you will know exactly what amount of time will be required. So please don't be shy. Volunteer. We need your help to make our community the best it can be.

These positions are all volunteer positions.

Community Affairs Committee (CAC)

The function of the Community Affairs Committee shall be to enhance communication with and among residents and members of the Association. The Committee will be responsible for publishing happenings, operating the Property Owners Association (POA) website, publishing the newsletter, communicating with UCF and other local communities and maintaining the community bulletin board. In addition, other functions compatible with this description may be assigned from time to time.

  • Chairperson The chairman is responsible for the overall responsibilities of the committee.
  • Newsletter Editor: The newsletter editor is responsible for producing a quarterly newsletter that will be posted on the University Estates website and sent to each homeowner registered on the website. The position includes accumulating articles from homeowners and also writing anything that is pertinent and important to the residents of University Estates. This is an important and vital position as it represents the way the POA communicates with the residents of our community.
  • UCF liaison: The UCF liaison is responsible for communicating with UCF officials and passing information that may be relevant to our community on to the board.
  • Webmaster: The webmaster is responsible for the University Estates website and ensuring all content on the site is kept up-to-date.

Community Security Committee

The community security committee is responsible for ensuring adequate security is patrolling our community and reporting any incidents to the off-duty police officers who patrol University Estates.

The Community Security Committee is an advisory and informational Committee for the residents of University Estates. The Committee is a liaison with the Property Manager and local Public Safety officials to assist in common area, residence and transportation safety issues. The Committee also has oversight and monitors the off-duty police officers who patrol University Estates.


Covenant Compliance Committee (CCC)

The Covenant Compliance Committee is responsible for ensuring any disputes that cannot be resolved between homeowners and the University Estates POA are mediated and resolved. The CCC is involved after the normal compliance process has ended and a dispute has not been resolved. The normal process for a non-compliance issue is documented in the procedures section of the website. All committee members have the same responsibility. The Chairperson will receive a dispute from the board of directors and call a mediation meeting between the CCC and the homeowner. The requirements for this position are to be able to understand and provide an opinion based on the official documents. Design Review Committee (DRC)

Members are responsible for maintaining the architectural and landscaping standards of University Estates homeowner properties. At a monthly meeting, the DRC reviews applications for homeowner alteration requests and works to ensure that we, as a neighborhood, maintain the value and beauty of one another's homes. The Chairperson will receive Design Review Requests from the property manager and present the requests at a standard monthly meeting to the committee members for review. The requirements for this position are to be able to understand and provide an opinion based on the official documents. The official documents are the Bylaws, Articles of Incorporation, the Declaration of Covenants and Restrictions and the Design Review Criteria. Document Review, Revision and Preservation Committee (DRRP)

The DRRP is responsible for ensuring all official University Estates documents are properly organized and safeguarded. The committee chairperson will assign documents to committee members for sorting and cataloging which may require scanning into electronic documents and stored on the website or on electronic devices such as media discs.

In addition to the duties above, the committee will meet on changes or revisions to the official documents. From time to time, the official documents become out of date due to changes in our community and surrounding area. This committee reviews the document as well as local, state and federal laws to ensure the changes proposed follow these laws.

 

Finance Committee

The Finance Committee is responsible to advise the Board on financial matters of the POA. Specifically, the Committee will work with the Property Manager to develop an annual budget for Board approval, taking into consideration contractual obligations of the Association, input from the various committees and Property Manager, known requirements of the Association and direction from the Board. The Committee has the authority to thoroughly review recommendations made to it and to make decisions that will allow the Association to live within its means and balance the budget. With the authority implicit in the above, recommend the amount of the annual assessment that property owner must pay. Should special assessments seem to be a possibility, the Committee should work with the Property Manager to develop specific recommendations. The committee will review each month's financial statements and advise the Property Manager of errors or problems noted. The committee will also ensure that the Board's collection policy is properly implemented as well as review the annual audit of the Associations financial records and advise the Board of any problems noted in the audit, including corrective actions that should be taken. The committee also maintains oversight of the Association's Reserve funds to ensure that they are properly maintained and allocated and that necessary changes are recommended.icon Finance Committee Charter

 

Landscaping Committee

The Landscaping Committee shall have responsibility for oversight of the maintenance and improvement of all common areas owned and/or maintained by the POA, including landscaped areas and ponds, and shall advise the Board on matters relating to the POA's responsibility for arranging landscape maintenance services for those neighborhoods where such service is provided by the POA. Specifically, the Committee will work with the Property Manager, recommend the selection and participate in the oversight of a contractor to maintain all of the POA's landscaped areas and ponds. The committee will be cognizant of the condition of the POA's ponds and recommend solutions that will enhance their condition and appearance, working with the Property Manager and other necessary entities. The committee will also work with the Maintenance committee to maintain the short and long-term viability of the irrigation system and advise the Board of problems and corrective actions.

  • Chairperson The chairman is responsible for the overall responsibilities of the committee.
  • Lake Monitor: The Lake Monitor is responsible for monitoring the lakes and reporting any potential issues to the committee chairperson. This includes any unsightly weeds or growth that is not considered protected by St. John's Water Management. The person will also monitor the levels of the lakes and report any deviation in water levels to the committee chairperson.
  • Irrigation Monitor: The Irrigation monitor is responsible for monitoring the irrigation system and reporting any potential issues to the committee chairperson. This includes noting any broken sprinkler heads, zones running off cycle or not running at all.
  • Landscape Monitor: The landscape monitor is responsible for monitoring the plants and shrubs to ensure they are in good condition and report any issues to the committee chairperson. The person also monitors the trees to ensure they are trimmed and maintain adequate height to allow large trucks to pass without hitting the branches. The person also monitors the trees to ensure they is adequate space around the street lights to provide enough light to the surrounding area and also ensuring branches do not break the globes in high winds. The person also monitors the general upkeep of the common areas such as mowing and trimming and reports any issues to the committee chairperson.

Maintenance Committee

Members are responsible for maintaining the equipment and structures on UE's common areas. This committee works closely with the Landscaping Committee as roles include maintenance of the irrigation system throughout common areas of the community. The committee oversees University Estates brick walls, the pool/cabana, tennis courts, and playground, street lighting. The committee chairman works with the Management Company and designated independent contractors who execute work and improvements as necessary.  icon Maitenance Committee Charter

 

Monitoring Committee

Members are responsible for ensuring that homeowners are equally and collectively concerned with their impact on the beauty of the community as a whole. On occasion, the team may report infractions of the University Estates governing documents. This team is essential as our property values and quality of life are impacted by the collective standards of our picturesque community throughout all neighborhoods. icon Monitoring Committee Charter
